It only has half of the ventilation holes in the vent, it does not have a fuel gauge and it has a filler cap which I have not seen on another Radius 119 .
After looking in the gallery I found that the missing holes in the vent, no fuel level gauge and hole through the vent nut are typical features on the earlier 119's. I must look for more info on the safety/ filler cap.
This looks like a 119 from the period when the safety filler cap was first introduced. The first of these filler caps had the wings like you have. They disappeared quickly though, so you don't see them very often. The filler cap was patented in 1934.
