Well, I was at the customs office yesterday again for a commercial import to the EU. I do that regularly.
I was told since May 2016 you are required to pre-register your commercial shipment on the customs website. As there seems to be a transition time I got the goods and the how-to for the pre-registration.
I feel this is one of the many new EU regulations which are just put to the junk elsewhere but enforced in Germany.

Does anyone have similar news from your valued customs office?

The lady also told me this regulation will also effect private shipments in about two years.

I guess it's something to do with this: http://eur-lex.europa.eu/legal-content/EN/TXT/?qid=1441709267727&uri=CELEX:52014DC0527
