It still looks to be in a very good condition. They are mostly beat up when found so yours is a great find even with the cracked globe.
Yes . This holds a spring against the rack to keep it tight against the pinion. Remove the cap bolt and spring and the rack can then be removed...

I used a brass bowl on the top .[ATTACH] Be careful when cleaning the vent, the nickel plating rubs off very easily on the 981.
