Help with leaking nipple

Hi my Petromax 523/500CP leaks fuel even when the knob is in the 12 o'clock position(off position) I changed it with the spare nipple and cleaning pin and still experiencing the same problem.

 

I am not professional with these, but you should check conducting rod setting. It might leave needle too low.
